*Choose* to wake up! When you first awaken, you have been making the choice to laze in bed. Once you actually get up and move about, you no longer feel tired at all. So get up and get moving right away and you will no longer feel tired at all (your words).
On my off (non-work) days, I have a hard time getting going. On work days (or any other when I need an early start) I bounce out of bed as soon as the alarm goes off and am immediately good to go.

It's normal. You just have to stand up and turn the light on.. it's a mental thing not a physical thing.
You can get a very loud obnoxious alarm or have someone flicker the lights for you.. because they will both piss you off and usually you'll get right up if you're mad.
you might try decreasing carbs a tiny bit during the day, especially refined carbs or sugars.
if your diet contains too much of these, your body will produce more serotonin than you can use up during the night and that's why you feel groggy.
You still need carbs, just evaluate if you might need to trade some out for a bit more protein or veggies.
