I really don't want to bulk up my thighs.
If I have it one level one the lowest will that be okay?
vigorous cardio will shrink the muscle mass in the legs but you will tone up a lot overall. our bodies adapt to what we put them through. so if we run a lot our bodys will turn into a running machine, if we do a lot of anerobic exercise with weight our muscles will get bigger, if we do a lot of muscle endurance activities we won't get tired as fast etc etc
Where does this "bulk" come from? Fat? Or muscle?
Elliptical burns calories, which means fat gets burned. You can't spot burn though. However because of the high rep/low intensity nature of elliptical work it does not build muscle or stimulate muscle in a way that induces hypertrophy, so you will not see gains in any way pertaining to muscle.

Generally speaking, regardless of your goals, any fitness regimen you do should be primarily based on strength training with cardio used only as a supplement. As long as you don't eat at a surplus you will still burn fat and not add bulk, but you'll be fitter from a functional standpoint.
It doesn't bulk up legs.
It tones and slims them.
The only way I can see you bulking up were if you had the intensity on its highest, and was working out extremely hard (with a lot of protein in take).
