The fat around the Abs are linked directly to stress. They are the reserves of fat strategically placed in the core structure to provide rapid energy when it is needed.
The Abs are the last place fat will disappear from for this reason. It is also not healthy to have no fat there at all. You can start doing cardio but I would actually advise taking on less stressful activities.

If your doctor is telling you you can't loose any weight then have you triedf to gain some weight so at least when you are working out your body definitely has weight to attempt to burn off and loosing the excess weight will also allow you to get more muscular as well as maintaining a healthy look?
