Tony is in his late 30's and hasn't moved out yet, doesn't know how to drive, continues getting fired from every job and relies on his mommy to still cook for him and do his laundry. He's considered a loser by many and can't get a date as a result.

Similary if a woman has already reached her late 30's and all the men she's been (she kept choosing bad) with kept her as a ''forever girlfriend'' and she ended up dumping them, the relationships never progress, she let herself continue get string along forever; she just can't get any man to commit, to propose to her and give her kids... is she the female counterpart of a loser?

Both Tony and her are losing afterall. Tony can't ever be on his own and needs his mommy and the woman in question has chosen wrong men over and over.

In many cases it is probably true.
I have a female friend (not a friends with benefits) that fits your description of the female, but I don't consider her a loser. First I have to say she is strong willed and doesn't put up with domineering men. I lost count of the number of times she's been married and boyfriends only last a couple of months. She divorces husband's and kicks out boyfriend's.
Her problem is she is attracted to manly, macho men. She just can't live with them.
She loves her kids, worked hard to give them a good childhood. Now she's helping raise her grandchildren.
She does a lot of volunteer work and frequently is the driving force that get things done.

The difference is the woman you're referring to has been married before and has children. I'm referring to a woman in her late 30's that never had a man propose marriage to her and is childless, a woman whom wanted marriage but the men she dated continue keeping her as a girlfriend forever.
