I never have had boyfriend. They reject me so I can’t approach and ask out guys it’s never good. They already have girlfriend, married, have sex, kids, and in love and I’m caring loving and no man is for me. I’m just hurt and don’t know what dating is like. It’s my dream. I’m lonely. All my relatives have boyfriend and happy and I have no one. I’m going to be 21 in 2 weeks. Guys don’t want to be serious and they are 24-27 years old. Or they love clubs and want hottest girl. I’m short I’m 4’11 but wear heels a lot and love to go out. Guys don’t flirt sometimes they stare but that’s it.

When you "go out", you're going to meet guys who "go out" and party. Party boys, especially in that age range, aren't serious about relationships, or are very shallow (both of which you've noticed). That's normal and to be expected. You aren't going to find mature, serious, relationship-oriented guys in bars and clubs - you're going to find party boys. It's like looking for polar bears in the desert - you're in the wrong place.
You're a beautiful girl, so that's not an issue. I don't know what your personality is like, but guys looking for a relationship tend to be looking for women who are positive (i. e., have a positive, happy attitude, generally), fun, not easily offended, and are "team players". If that sounds like you - great - and if not, then maybe work on those things.
Otherwise, your problem is likely that you're looking in the wrong places and you're looking for the beautiful, popular, party-boy types who can get any girl (and DO SO, and are therefore only interested in casual sex). You might need to lower those standards a bit and look at a different pool of guys - guys who might not be as exciting, but who are looking for a relationship and not merely some sex.

Well, I would say spend more time with the non-party guys, and get to know their friends. It won't take long before you find one that you like who likes you back.
Stay away from Clubs and Meet guys who actually respect you and would be happy to date you. Make sure you know what you want in a boyfriend first, though.
be yourself, try not to have too many criteria that may restrict you from otherwise meeting that special someone..
maybe the guys you go after (or type) is the problem as plenty of single guys out there who are available some obviously are players and others are genuine problem is many people have a type and a list of what they want in a significant other... I have known friends of mine who have come to me with similar concerns, they always had the same type or expectations in what they want.. and was always let down badly, one mate was used a lot by women cos they wanted someone to go out with until the real one they wanted became available then dumped him for them. I advised him to look beyond the usual list he had, throw that away... get to know the person behind the physical side of things... he's now married, if i recall correctly 6-7 years now has a kid with his wife and is happy... so it is most likely nothing wrong with you as you are desirable but it could be the one thing that holds you back is the type of guys you are attracted to
I was once interested in a particular girl and she had a tiny friend. I am very tall so did not look to closely at the friend. Decades later it occurred to me that she was probably interested but I wasn't able to see it at the time or give her a chance. We all develop and mature. Your chances will come.
You seem to be trying really hard. You like to meet people in random places so if you are just naturally having fun, then guys can pick on those vibes and approach you. Some don't like to put labels on things yet, so if you are on the 3rd or 4th date and are having a good time, popping the question to be exclusive can work.

Sorry. I misread the sentence about clubs. It sounds like you're trying too hard to find love - almost as if you're expecting yourself to have a boyfriend. Do your friends know that you're single and looking? Maybe they can help you find someone. Is it possible to hang out with your friends' friends? Sometimes, love is made through mutual connections.
