Do I have the right to be mad at him?

Me and my boyfriend are becoming long-distance, I am moving 4000km away and can only see each other every couple of months. Now my boyfriend is busy with work so I don't see him much already as it is, he works for a marketing company where he works long hours. I leave in a couple days and do not know the next time I can see him.
All week I have been trying to see him to say goodbye but every day he is working. He says he is trying to see me but it is difficult since his work is very demanding.
I have even taken the liberty to tell him I will drive to him so he doesn't have to drive anywhere and even if its for 2 hours or 30 minutes, I don't care. He told me he doesn't know if he can even do that but he will try his hardest.
It is very frustrating because it is my last week and I want to be understanding of his demanding work schedule but I don't know if I have the right to be mad and say he doesn't care to see me because if he wanted to he would. Am I overreacting or am I in the right?
