"When" is the 'right' time? If you're in a serious relationship, you NEVER want an outsider to be able to threaten to approach YOUR Significant Other exposing some past/current indiscretion privileged knowledge that could derail your present/future together.
When my present wife & I began serious courtship we sincerely granted one another a 'blanket amnesty' from ALL our PAST live's foibles and starting 'fresh'. No one can come to either of us touting damning secrets to create a schism of trust.
Ideally, neither of you still IS... that person YOU once were.
Hopefully, older=wiser and smarter, ... less gullible. If not, your relationship is a fraudulent cosplay! Are you living a 'role' and just acting? OR are you GENUINELY working toward a FULLY shared future?

Not sure it's entirely necassary. Never lie. But is they don't ask then you don't have to give information up freely. Having said that if there is something you feel maybe a deal reader it may be best just to get it out there, better to not waste your time and theirs
not everything needs to be said. if its stuff that happened before u were together then its none of his business, and vice versa. if its legal stuff he'd find out about eventually anyway then i'd tell him before he found out from others. your past is YOUR past. no one is entitled to know everything. u can tell him if u want but it might open up a can of worms. and in the end he might not reciprocate.
