Say you ask them about if they want a relationship after 3 months and they say “I’m open to it” how exactly would you feel about that response?

It is an ambiguous response and there are many possible explanations, or reason, for a guy responding that way. Perhaps he is only saying that he is open to a relationship when he meets the right woman and he is not yet sure that is you. And when he says "relationship," he could be referring to long-term, committed, maybe forever relationship.

This is actually my standard response when someone asks me out or about starting a relationship. My life is complicated and I do not have full autonomy over who I date or enter into relationships with due to the subculture of which I am a part.

If she is part of this subculture, she understands that there is a process and negotiations involved and that I have preceding responsibilities. Also, if she is part of my subculture, she will understand that some of these responsibilities and privileges will extend to her if she is to me my companion.

If she is not part of my subculture she would have to be initiated into it (rather intense for any woman) and she will have to be taught these things and accept them if she were to be with me.

Talking is not dating nor seeing each other. Being open for a relationship means how it is stated... They're open to being in a relationship. It's a standard and acceptable answer, especially if you're not making any efforts to show your interest.
