My boyfriend is in prison and doesn't call when he says he will. Should I complain or am I unreasonable?

He is 26 and serving a 1,5-ish year sentence and is out in Feb-March. It's not a bad prison at all even though being locked up is never fun.

He has a minimum of 4 calls every week and stays in touch with friends and family. And I drive an hour each way to visit him at least once a month.

Every time I visit or we talk, he says things like "okay which day should I call? Monday? Ok I'll call Monday!"
Then I sit around and wait, and the call doesn't come.. then he will call a few days later with a small excuse every time, and then speaking quickly around it.

This happens almost every time, and I have just said "it's okay, i get it" every time, but am I unreasonable if I call it out? I don't want to burden him further, but I feel like he's puttin in minimal effort...
