My boyfriend is in prison and doesn't call when he says he will. Should I complain or am I unreasonable?

He is 26 and serving a 1,5-ish year sentence and is out in Feb-March. It's not a bad prison at all even though being locked up is never fun.

He has a minimum of 4 calls every week and stays in touch with friends and family. And I drive an hour each way to visit him at least once a month.

Every time I visit or we talk, he says things like "okay which day should I call? Monday? Ok I'll call Monday!"
Then I sit around and wait, and the call doesn't come.. then he will call a few days later with a small excuse every time, and then speaking quickly around it.

This happens almost every time, and I have just said "it's okay, i get it" every time, but am I unreasonable if I call it out? I don't want to burden him further, but I feel like he's puttin in minimal effort...

He may not be able to make the call as scheduled.
It's prison - a place where freedom goes bye-bye. So, you two may think he's free to call at a scheduled time, but he isn't.

He has the 4 calls per week, and it's not a hard core prison, it's a mild European one. He is out of his cell all day and just plays games and cooks and stuff

I can't say what is going on, but hours for phone calls are likely limited and many convicts may all be attempting to make calls at the same time.

That sort of what he's saying, but they have all day from 9am until 9pm and he's says he'll call in the afternoon and he's just so nonchalant about it
They are only 35 inmates

Then dump him. He's not doing anything for you and, apparently, won't be for another 1+ years. Move on. He has a new boyfriend anyway.

Dump him if really cared he ring you. Plus he probably not worth waiting for

He has other women waiting for him. He has nothing but time to make sure he calls you. Tbh you can’t be simping for no man in prison sorry not sorry.
