I’m not trying to steal her from her boyfriend or harm their relationship with each other. I’m unsure how to ask this but how do I hug and kiss the girl and compliment her on her looks without making her boyfriend mad? I’m sorry if this is sounding stupid.

Here in America, I don't think you'll be able to kiss her. Hug her, probably.
If you want to compliment her, compliment the MAN, telling him he got lucky, and he will tell her later. Then he'll have bragging rights, and you'll have arms.
I can see a greeting hug if that's your friend, but a kiss... I wouldn't want you kissing on me and I got a man... learn boundaries

Answer is, you don't. If you want to "be respectful" of her boyfriend than you don't initiate anything physical with her. Having said that, most women are DTF boyfriend or no boyfriend.
