Guys was freedom to sleep with other women but doesn’t?

So there’s this guy I know that is in a situationship. Let’s call him Bob. Bob likes this girl Suzy and wants to be in a relationship with her. Suzy is ready to be in a relationship with Bob but he wants to still have the option to sleep with other women if the opportunity arises with and only with Suzy’s permission. Suzy feels conflicted because she only wants Bob but doesn’t want 95% of Bob. Bob says that Suzy has 100% of his heart no matter what and the the sex is just sex, no romance or emotional attachment. For Suzy, he won’t sleep with other woman but she knows that he wants to and it eats at her time to time…moreso since they have no official girlfriend/boyfriend label. What would be the best course of action?
