Well there is no excuse for not looking anyone in the eye when your talking to them its the polite thing to do. As for being unfriendly there is also no excuse for that either unless there is good reason for it. If you talk to someone they should talk back to you, Its simply rude to ignore them. The type of women you are describing are simply immature and need to grow up. Its funny how some women love to make excuses for their behaviour by pretty much saying I am a women its my right.

Because if you act "friendly", which in some definitions is making eye contact with a stranger and smiling at him, you open yourself up to possible unwanted advances. Maybe the older women are interested and the younger women are not. If a woman isn't interested in you, she won't show signs of interest. That' doesn't mean anything is "wrong"
i guess because at this age range girls are always approached by men and guys that's why they seem to care less for whoever meet her because its something they are familiar with ...
and older ages they are more mature and always think before thet take an action I guess ...
