In the US Congress, about 25% of its lawmakers are over 70 and the average age in Congress has increased over the years. Between 1950 and 1990, an average of 10% of Congress was under 40; since 2000 it’s been less than half that, only been around 4%.
This means that the majority of members of Congress (House of Representatives and Senate) are older, and may be seen as more "set in their ways".
