What do men mean when they say a woman is soft spoken? How would you describe one?

It means she doesn't speak up for herself. She's PC. Speaks softly.
There's a place for both. Outspoken women are brash and ugly, but they've been taught to believe that's a good thing.
As with everything - MODERATION.
And it doesn't hurt to be polite, and complimentary. Unfortunately, this is becoming a lost trait in women.
