If you are good friends with him, why not? Friends feel happy for each other. They support one another. So, if you still talk to him, then do it.
If you don't talk to him anymore, you will be mistaken for feeling bitter and jealous. Somtimes when we're so jealous and angry, we work hard to SEEM neutral, calm and wise. So, if you aren't involved anymore in his life, you can feel happy for him in your heart and keep it only inside. Liking his picture might make you seem angry at him.

First I like to say How are you OK with him moving on? I can't stand the thought of my ex being with someone else and being intimate. :(.
But to answer your question I'm not sure if I would like the picture because it might cause problems. But maybe if you liked it and made a comment about how happy he looks and that she looks like a nice person and that your happy he found someone.
it will probably come across as passive aggressive even if that isn't your intent. if you are really happy for him and want to let him know it then send him a private message and tell him so, but don't get up the ire of the new girlfriend by liking it on fb. Send him messages you'd be glad for the new girlfriend to see.
You might cause problems. People like it when their SO's exes are out of their lives. You might be ambivalent, and maybe indifferent, but she isn't.
