Does “not really looking for a relationship right now” a bullshit line?

I mean. Is it just something you say to someone that you’re just not interested in? (I’m talking about how people will say it when they’re not into you. But they would be in a relationship for the right person)

I started a friends with benefits with someone who told me this in the beginning and said it was too soon for him to be in a relationship. He had only been single for 3-4 months. He got out of a 7 year relationship (that stemmed from high school) he’s only currently in his mid 20s. I cut the friends with benefits off because I developed feelings. But I’m just wondering. Did he use the “not really looking for a relationship” line because he’s not into me in that way or because of his breakup a few months ago?
