Should I let go /move on?

Me and this guy re-connected we have known each other since our freshman year of highschool. We dated three years, broke up, and our lives are very different right now. He has reached out to me the past two times i never texted him first i just had him as a friend on social media. The first time we made plans together ( around march ) we stopped texting and he moved out to florida. Recently ( around the end of April) he reaches out again we make plans again for when he comes back how we can hangout. He tells me he still loves me you know the usual “re-connecting conversations” but he came back into town so i think it was Thursday i told him he could come to my place and we could just talk outside my house. He didn’t come because he said his car was dirty and he was tired… then we had our plans set Saturday which is today so i start talking to him about some outfits i bought and breaks the best news ever …and i quote “ i have to postpone “ my heart sunk. He said next Saturday and promised it. Said he has bills to pay and wanted to have the money incase we ran into something or what not while we hung out so he had to “postpone” it. I of course got upset but tried my best not to show it. He seemed like he felt bad. Ugh someone help me out guys , girls , everyone help? Any advice or opinions would be great!
