The hiring process looks at qualifications and ability. This picture conveys none of those things but nor does it convey their absence. Obviously, she should come to the interviews dressed professionally. Failing that it is less likely she would be hired as mostly everyone who applies to a job has the same qualifications and so someone we don't have to play mother to and explain when professionalism (or lack therof) is noted is, in itself, a qualification.

Not if she dresses like that. I work at a Sheriff's Office and she would need to show she can dress professionally. If it came down to this girl or a girl dressed professionally but with a tattoo sleeve, the tatted girl would get hired because she at least made an effort to be professional and respectful of my time. Also many COs have tattoos.

No I work in a field where you have to use all of your brain and has nothing to do with looks. I work in IT so she would get fired day 1 if she even somehow managed to get hired at all.
