
If this girl came to work at your place, would she have any success of being hired?

The hiring process looks at qualifications and ability. This picture conveys none of those things but nor does it convey their absence. Obviously, she should come to the interviews dressed professionally. Failing that it is less likely she would be hired as mostly everyone who applies to a job has the same qualifications and so someone we don't have to play mother to and explain when professionalism (or lack therof) is noted is, in itself, a qualification.
Did you follow her around to verify that or something? For one thing she looks kind of young and where I work if someone that young has a PhD (the standard qualification) in their field already, they must be some kind of genius. We would thus expect her to be a little eccentric and if that only manifested in how she dressed, we would count ourselves lucky - still we would test her as we did anyone and chances are good her maturity level would cause her to fail some things others passed. Again, were not trying to be someone's mother to teach them the ways of the world, but we do teach the job so it's not outside the realm of our capabilities. If she is qualified enough that the time we might save on on-the-job training is more than the time it would take to teach the ways of the world, then it's still a net gain for us. We still look at everyone and take the highest net gain, however, so handicapping herself with something so relatively simple to avoid is a little odd unless it's really important to her, which suggests the mothering we must do may be a little beyond.
Bbluntly, her manner of dress suggests she is looking for someone in charge of hiring who is a pervert and will hire and promote because they like eye candy. This is likely due to overt sexual attention at a young age from classmates combined with a lack of attention from a father figure. Sometimes the reverse but usually it is some iteration of this story. You hear of girls who used to be sent home from school because they were distracting the teachers or other students with the way they dress. This is often a story in how accommodating the world is for men, and it is messed up, but every once in a while it is the case that the girl is actively trying to be a distraction. That may or may not be the case with the girl in the picture. It is not easy to tell from a job interview either, but in the end we still would have to teach her not to instead of teaching her her job.
No sleeveless tops, no cleavage, no bare midriffs (looks like she has a nasty scar), no short pants allowed, and skirts must be no more than two inches above or below the knee.
Although I won't hire her, I might ask her out for dinner and drinks.
Maybe, depends on her skill set and how desperate they are to hire someone... if they have a 100+ open positions and she qualifies, sure... with some assumptions though, job is work from home full time or she abides by the in office dress code.

Not if she dresses like that. I work at a Sheriff's Office and she would need to show she can dress professionally. If it came down to this girl or a girl dressed professionally but with a tattoo sleeve, the tatted girl would get hired because she at least made an effort to be professional and respectful of my time. Also many COs have tattoos.
My boss needs KNOWLEDGE AND EXPERIENCE.

It would totally depend on what her skills are and what the position was. If she had the skills needed, in my case for work as a systems engineer she would get hired and her looks wouldn't matter.

No I work in a field where you have to use all of your brain and has nothing to do with looks. I work in IT so she would get fired day 1 if she even somehow managed to get hired at all.

Unless I run a hooker bar - which I don't - I'd expect some sensitivity about how work environment works best; and that involves a sense of 'right' clothing (not speaking about ''correct'' or ''expected'' clothing). I'd have no problem if that's her private (or ''off-work'') style.
