Why do some people think it's okay to talk so concisely without diplomacy?

You ask them a question, such as whether a certain service can be offered to you, and they email back stating only the facts about why they can't help you, without any words like 'unfortunately', 'sorry', or without phrases like 'but if there's anything else I can do just let me know'. It's as if they think that the facts should be enough for you, even though it seems like they're implicitly saying that they're glad that they can't help you. How do these types of people live with themselves?

I just want to sarcastically write back to them saying 'oh!!! I didn't know that before!! Thanks so much!!!', because usually what my implicit question is, is 'I know these are barriers to you helping me, but are you absolutely SURE there's nothing you can do?'
