If a guy friend knows you're crying and doesn't comfort you is he a bad friend?

My coworker/guy friend heard me crying and didn't comfort me. Didn't ask me if I was okay. Didn't hug me. Nothing. The other two people in the room hugged me and comforted me. My friend did nothing to make me feel better. Out of everyone I expected him to be the one to reach out. Is he a bad friend?
