What can we do about my dad's dog?

So he got this dog 2 year's ago from some guy he knows because he felt bad that he kept her in a crate all the time. Well here is the thing she constantly whining non stop unless you're petting her and even then she starts whining a little bit and is trying to get on top of you she just permanently reacts like you just came home from a week vacation. What is something I can recommend my dad to make the behavior stop

She might be whining because she needs something, or maybe she's unwell? Has she been to the vet recently? I would ask the vet because they're usually quite good at helping you with these things.

She is perfectly healthy and doesn't want anything she just Acts like she is allergic to not having constant attention

I think she has a lot of energy paired with separation anxiety because her old own just locked her up so he didn't have to deal with her but our family doesn't really kennel our dogs there free to go where they want in the house

This is a sad situation. I would recommend another dog, but it would suck if that didn’t work and then he’d have an extra dog for no reason!
