Best friends friendship?

I have this friend who doesn’t let go of friendships. And she complains about all these people and what they do but you’ll still see her with these people if someone apologizes to her then whatever you did is fine. No matter how many times they apologize.
She had also told me a year ago she hadn’t like her friend but chilled with this person all the time. And says all these people are not her friends.
One fucked her ex man while they were trying to get back and she s to lol considered this person a friend
My concern here is her because why does she let these people back in her life and then still come and complain she will even say I will never see them again next thing you know they are together.
Is she a red flag? Or do genuine people do this?

These are toxic relationships,
They harm every person and they should be avoided...
But psychologically speaking some people are in a deep level of agreeableness which makes them vulnerable to these kinds of relationships...

I always tell her because I know how she behaves so when something happens. I constantly remind to always let the people she cut of stay that way but seems like a just talk and it’s tiring now. And now I’m not feeling secure with her because it’s strange that she does this so much
