I remember going to a side bedroom in my house and being confused by the sound of running water as I hadn't watered the yard. I go outside and the tap is just freely running and water is pooling everywhere and I see my neighbors lawn freshly watered. Put two and two together, but thought I'd let it go until I came home about a month later, and she was watering her lawn with my hose. I didn't even bother confronting her about it. I just went to Home Depot and bought a tap lock. They come in a literal lock form or you can put a lock box around it. Problem solved. Pretty sure she got the hint. I mean, what is she going to do, come over and complain about stealing my water and running up my water bill? She has an entire hose on the same side of the house connected to her house, so clearly this was done intentionally.

I want money! My water is so stupidly expensive, that everyone is charged a $700 annual fee just for the meter. Then the water usage is added on which is double the cost of what our neighboring towns pay.
I’d say, “So that’s how it is, hmm?”
Then I’d walk into his house and eat food from his fridge.
Just kidding.
I’d feel pretty disrespected and confront them.
I’d tell him that he can’t just go onto my property and take my things without asking.
I’d disconnect their hose, hand it back to them, and tell them that they’ll have to fill their pool with their own water.
And that they can consider it a favor that I’m not charging them for the water they stole.
But, I’d make it clear that this is the first and LAST time they’ll be taking my water (or anything else that belongs to me) without my permission.

I would have a fit. I already have a water leak and spend over $330 every 90 days when it should be around $90 I would have to tell him I’m gonna have to charge you for my water bill. And take a picture.

As for me I installed hose locks because one day I was in the garage & I heard the water running. The landscaping company that works for my development decided that they wanted to clean off & wash their equipment. Oh hell no I said as I opened my garage door & went on the side of the house. I said what the hell guys, are you paying my water bill & when they said no I said turn the shit off & get the hell off my property. After I installed the locks never had the problem & the landscape company lost the contract as well.

It's not "just water." It's a hefty bill from your utility company next month.
I would make sure I first got a video of what he was doing, then suggest to him that he owes me about $75 for that whopping bill I'm gonna get next month. If he doesn't want to pay that NOW, then I dial 911 and report him for theft.

City water, I'll ask him to help pay for the water, come on sewer prices are based on summer water usage. If it's the well, then cool, whatever just make sure you use appropriate chemicals to clean it (our well has never been tested, we use it for garden water not drinking).

If they start being a douche about it then I will need to reconfigure into Primus Mode and starting whipping out some warnings like when Venom confronted that thug and talked to him about poop.
I would complain sternly since they didn’t ask me, but ultimately they can finish filling the pool. But they can’t use my water ever again now because they decided to be entitled/impolite by not asking.
Unless I was loaded I would be so pissed off. You know how expensive filling up a whole pool is, even if it’s medium sized. Actually I wouldn’t have time to be pissed because I’d probably have a heart attack!
First, video it and have someone continue to video it while you ask them why they are doing it. Figure the cost of water with estimated usage and the sewage as they charge you both here regardless of it not going into the sewer or not, and then tally the cost. You can forgive it, ask for a case of beer or pursue it by filing a report etc.
Once the kids have had their fun and gone home, get the neighbor outside, and tell him he needs to drink all that water right then, in front of you. He also needs to pay part of the water bill.
I would probably involve the police. I'll need the legal report to dispute my bill with the water company. Sure, if I can tell him to pay for it and he pays... great but if he refuses I need something to take to the water company.
If I'm paying for the water I'd cut the hose and send the police to his home for trespassing. If not I wouldn't care.

didn't vote. i would confront them but not in an argumentative way. i would tell them to use their own water or expect a bill in the mail from me.
If someone does this, it is basically stealing. They really do owe the person for the water. I suppose in some jurisdictions, the person might even get arrested for petty theft.
I will confront them and ask them first whats going on. I am not a person who jumps into things before asking. He better have a good reason for doing it or else i will report him because this is not respectful
Water is free, I would be more concern with how he got into my house to get to a tap. And why he didn't use his own.
1 cubic meter water (1000L) costs around 2 US dollar here, I would surely call the cops and demand money.
I would record him doing it and get him to agreeing to pay the water bill on video. If he had ANY issues with his I would call the cops. Not that it really matters because I have my own well and don't pay water bills.
If I pay for the water... then he's about to die in front of his kids.
you need more info , do you pay for water aa water bill for usage if so I am calling cops, I have free well water but filling a pool more than 1 hr a day will destroy my well pump.
