What does this woman want?

There is a woman I know that I'm not sure how to take it. She'll do some light flirting with me over text (putting the 😘 or 😉) but nothing heavy. She'll occasionally send me photos of her kids or other family members over the phone or show me a picture of them when I see her in person. She initiates the photo sharing. We're pretty friendly towards each other but not touchy friendly but do give occasional hugs. I don't want a relationship with her or anything, just genuinely confused on why she's doing this.
