Why is He staring at me constantly?

This guy in college Thinks I have a crush on him but I dont. He constantly Stares at me, in the beginning very obviously and Lately from the Corner of His eye.

I know He does Not like me Because a Mutual friend Told me so which is Why I think He does that to lead me on/Play Mind Games with me. Why do People do that?
