Does a dinner "date" with a friend count as a date?

I was talking to a longtime friend of mine(13 years) today and we were talking about a restaurant and she said "hey me and you should go and have a little dinner date." and I said sure. Does she mean date as in just friend or date as I like you and we should date. She has always denied liking me when people ask her. We flirt a lot too(we actually we flirting when she asked me kinda). But lately she hasn't been texting me back, but her friends are now calling me her future husband(they've done it before but now it's worse lol) and telling me to go ahead and get her a ring. What does this mean?

If her friends are saying those things, she's interested. A girl's friends always start chatting someone's crush or in this case you to see if you're boyfriend potential. I'd think it counted as a date but I'd talk to her about it. Say 'was our dinner date like a date or just as friends hanging out?' If she's really you're friend, she won't get mad at you for asking. She might shrug it off and joke about it but you should get an answer.

It had "DATE" in it right? If you are going on dates then you are dating. Friends going out for food is hanging out, but dating is when you want to form a connection. It sounds like it is more than hanging out to me. But you should really ask her, I know it will be a little awkward but you really should so neither of you are hurt.
