I'm a guy and I recently had my first "cuddle" with my best female friend. I'll admit that sex did cross my mind, but it was great having someone that close to you without it having to be about sex. It felt good that someone felt comfortable enough with me to rest their head on my chest, and I've never felt safer and more comfortable in my whole life.
That is just my opinion though. I'd take cuddling over sex any time.

Don't trust him! teenage boys only have one thing in mind and it could end up with more crying then you're used to

It's not common to find a guy who wants a cuddle buddy but they are out there. In fact, most of us probably are and just can't admit it because we get made fun of if we're not getting laid by the same girl. I would love to have a cuddle buddy myself, but I have never had the courage to ask any of the girls I know to be one
he's lonely... chances are he's not thinking about sex right now... but after cuddling a few times he might feel like saying yes if you offered...
