Why does my ex stare at me from a distance and look away when I catch him?

My ex friends with benefits and I stopped talking almost a year ago, because of a stupid argument. We really liked each other and I know he caught feelings but now he stares at me. Sometimes he will even like lock eyes with me and keep eye contact for a long time or until I walk away, but we haven't spoken. His friend's yell out loud "go talk to her", and he sometimes follows me around into certain places when we are nearby. Why is he doing this? He never says anything to me.
