Any doctors/men out there that can tell me if this is child molestation? My brother said a doctor did something to him a few times when he was a kid?

I have three older brothers. When my brother was 7,8,9 years old. Every time he went to the doctor for anything the male doctor would do a testicular exam on him.

The doctor would tell him to take off his pants without giving him a say. He would do it at the end of the visit. He would have my brother lie down on the exam table and he would touch everything.

Let's say my brother went there because he had the flu and my two other brothers came along, he would check my two other brothers for the testicular exam as well even though the doctor isn't seeing them for that appointment.

My brother said he has had a testicular exam as an adult and he said it was a different experience. Different from when he was a kid. I was wondering if he was molested? Is it normal for a doctor to do regular testicular exams on a little boy?
