He won't delete my number?

I told this a guy who acts like he has feelings for me that i moved out and I'm now living with my friend. I also told him that I might consider leaving the country forever to which he stared at me for a few seconds when I said that. He then proceeded to tell me to keep looking, giving tips and even said he will also look around.

However after that day he didn't come to uni and he was constantly online on whatsapp but not once did he even text me asking me hows everything going and if I found a place etc.

Instead he was constantly texting other girls. Why doesn't he delete my number when he doesn't care about me?
