Is the guy im currently talking to seem like a genuine guy?

I've recently met this guy and we would text on instagram and I would reply with a message and there be times where he would heart the message instead of responding as a text or would respond with a text but would also not bring up new topics to talk about after hearting my messages with no letter responses, so I would have to start a new conversation. I know instagram has many emoji reactions to react to, he just happens to use the heart one a lot. During the conversation he also agreed that he'd be down to hang out if he saw me on campus. I feel like he doesn't know what to respond back but he also doesn't wanna leave me on seen, so instead he decides that hearting the message is a way of letting me know that he seen it, in which I respect that. I could also be wrong. he's also very shy from what I've noticed seeing him in person and he's very introverted like me.
