Why would a guy leads me to think he likes me but in the end he doesn't even ask me on a date?

This guy texted me and talks to me at work like he is interested in me and my life in a romantic way but he hasn't gone far than that, he hasn't even once asked me on a date I know for a fact he isn't in any relationship so why would he do that it is confusing so instead of acting interested I started acting coldly do you think he is playing me?

Well we talked about past relationships and how after being both single for a while we could start something else but that happened when we talked as friends he would call me when on vacation talking about his family and business and stuff you would talk to a girlfriend not a friend but no more than talk I mean we would go out with friends but never together. After sometime of this going on of course I felt played isn't it normal to thing that way after allá of that? So instead of being overly friendly given the interest O had in maybe something romantic I started treating him normal Wich he called cold
