Guys, Was he flirting and how should I approach him?

Hi! I’m in a youth group for autistic teens & others with social difficulties. For context, this guy and I are both 15 and autistic. This new guy in the group (only seen him twice) seemed to be taking glances at me and slightly smiling? He didn’t talk to me aside from a few words related to activities we were doing. The second time he was there, we were talking about hand sizes and one of the other people told him to put his hand on mine to measure it, I was fine with this & he didn’t pull away or anything, he did it without hesitation even tho we don’t know each other. Later on, the group got into arm wrestling and I wrestled a few other people, he then wanted to arm wrestle me & when we were doing it he was obviously not trying until I pointed it out, and then he used more force and won. We went a second time, and this time he said “That’s cute” whenever I lost. He seemed to be playfully teasing me by saying that I wasn’t pushing his arm down and was just keeping it in one spot. Everyone I’ve talked to agrees that he was possibly flirting & one even said they saw sparks when we were arm wrestling, I thought I was the only one who noticed that.
What do y’all think? Id this how teenage boys flirt? Next time I go there, how should I approach him? I’m interested in him already and want to be his friend or strike up a conversation. How should I go about it? Thanks!
