What can I do about my co-worker with down syndrome who won't leave me alone?

When I first started literally on the first day he said "I like girls like you" and everytime I saw him he would not stop talking about liking me. I told him sorry dude I don't feel the same but we can be friends! He said okay cool we can be buddy's.

A few days after I move departments he randomly shows up far past his shift looking for me on my shift. I assume it's a coincidence and say hey and we talk for a bit.

But then he comes again periodically throughout the week. He looks at the schedule to see when I'm in and finds me while I'm working. I know this because he told a mutual friend. I'm just here to work, not stop and talk for half an hour. After a few days he starts bugging me about going on a date. I politely say no sorry. He gets upset "just give me a chance!". I tell him no sorry dude pls just leave me alone you're making me uncomfortable.

He did this constantly and I would get anxious about seeing him and having to tell him no.

My work has a group chat so we can all communicate about what needs to be done and what not. Well one day he texts me separately from the group chat. He tries calling me almost every day.

Texting me everyday. Asking me to go on a date with him. I ask him to stop, you're making me uncomfortable.

He talks to a friend of mine who works with us. He tells him he's *knows* I like him I'm just playing hard to get? My friend always tells him no she isn't but he just will not accept it. When I hang out with this friend outside of work, he will call said friend and ask about me. He will ask where we are, and that we should go somewhere near him so that he can show up and hang out with me. But he makes sure to tell said friend not to mention it to me, or else I will say no and not go. So clearly he understands that I don't want to be around him.

I've told managers. They've spoken to him but his behavior doesn't change. One manager told me they won't do anything because the last time they did he tried to sue for discrimination
