I don’t know with people who are like that. It may just be how he is. Some people are just depending on what kind of day they’re having.
Some people are nasty to people they find attractive and wonder why they chase them off or play “hard to get” which usally results in someone loosing interest and finding someone who is genuinely into them.
Regardless of why hee doing it. He sounds like a toxic person and maybe it’s time that you confront him and tell him if he’s gonna be a asshole without a cause. Then just leave me alone.
Do some people get angry when they can’t be with someone? Yeah some do. You may have seen him genuinely as a friend but not a romantic or sexual interest. So he became bitter over that. Instead of moving on and finding someone else.
I think it’s his atttitude that chases decent women away from him. If he wants to be married one day to a bitter old bitch. He can go ahead and do that. Because that’s the type of women he will find.

It's likely that this is just his personality - people who run "hot and cold" are usually either bipolar or are on the borderline of that, even if it's not as severe to be officially diagnosed.
But it's also true that many guys find success with women by being mean or rude to them. MANY (not all, of course) women find men who they can't manipulate to be very attractive.
