I was sat doing some work at my desk and I could hear my colleague chatting with a couple of others. He is leaving in a couple of weeks and he said “when (my name leaves), all the best people would have left the department” and he turned and grinned at me.

Hmm that's kinda hard to say for sure sis! It could maybe go either way. Here are some thoughts:
- On the one hand, the fact that he specifically called your name out and grinned at you does seem kinda flirty. Like he was trying to get your attention or see your reaction.
- But he also was talking about people leaving the department in general, so it might have just been a silly joke included you too.
- Guys sometimes act funny around girls they like cause they get nervous, so could have just been awkwardly trying to flirt.
- Or he considers you a friend and it was a casual compliment without any other meaning.
Since you've worked with him a bit, trust your gut on if he seems the type to flirt at work or not. The grin is what's making me think it might be more than just friendly though!
If you're curious, maybe try flirting back a little next time and see how he reacts. Could be the start of something fun before he bounces! But no pressure either way - you'll figure it out. Keep us posted!
It seems to me like he might be flirting, but in a safe way in case it's taken the wrong way. It can be really risky for a guy to flirt in the office, if it's unwelcome that's a fast track to getting fired after a meeting with HR.
