Why is he outgoing around others but shy and quiet around me?

I really like this guy, but I'm not sure of his feelings toward me. He speaks softer and quieter around me and he seems more reserved when with me. When he is with other people he is more chatty, louder and seems more at ease. He also seems to be able to be flirty when speaking with other girls, but he never really is with me. I've also noticed that he struggles to start conversation with me and he usually initiates the conversation. I catch/feel him staring at me. When I catch him he usually looks away, but sometimes we can hold it for awhile. Its just weird. He is so outgoing around others but seems shy around me.

It's likely that he has a crush on you. Maybe he finds you to be intimidating so it's harder for him to be himself. You should talk to him but don't be too loud or anything. Make sure he's comfortable.
There's also other possibilities, like maybe he's shy around girls period or he could be better acquainted with the people he's outgoing around.

I've been told he probably finds me really intimidating, but I really don't know how that is possible because he brings out my shyness too. How do I get rid of the intimidation factor if that is what it is?

Make conversation maybe? I know it's hard since he makes you shy too. I'm in the same situation.

I'm fine with making conversation, it's maintaining it. I sense that we both get nervous trying to keep it going and not sound dumb. Let's just say there is a lot of awkward giggles. How are you handling your situation?

Hahaha you described my situation exactly! I think the conversations are going to be a little dumb until you both start to feel comfortable around each other. If you're discussing something, even something like homework, and you don't low what else to say maybe bring the conversation back to him. Ask him questions. And giggling is actually good. If he's giggling it means he likes you.

It's good that he literally will giggle at almost everything? Sometimes I wonder if it isn't my facial expressions because apparently I give off really funny ones without knowing.

It's good that he's laughing! I read that if someone laughs at Things that aren't even funny that you say, they'really laughing because they like you. I doubt it's your facial expressions :P

Ahh okay! Because it was to the point that I would get really self-conscious and wonder if I was saying something stupid, sounding stupid or looking ridiculous.

Yeah being self conscious will only shoot you in the foot. Try to relax :) it really sounds like he has a thing for you!

I'm trying to relax, believe me. I've just never had issues like this before. It's like he has some spell over me ha
