So your diet is sound, because you are a vegan, you might have to adjust your carb intake versus your protein intake. Maybe find protein powders without meat by products, like soy. I would do cardio on an empty stomach for 5-10 weeks, this will help you burn more fat. If you are taking a fat burner its okay, but I would not at first, cycle them, wait until the 7th week out of 10. Also spot reduction is key, try bench pressing twice a week. Monday use Machines, and by Friday use free weights with various exercises working lower and upper half. Mainly, chest decline hitting the lower area of the chest. You can do push ups every day, slowly all the way up all the way down 30 every other hour while your at home. These are some of the things I have done for my clients, and it worked tremendously. Now if all that does not work, try Testosterone boosters while your weight training, consult your doctor about products before use, and remember to cycle. If that do not work, then surgery might be an option. However, I really believe if you train hard and spot reduce, and do cardio on an empty stomach you will achieve your goal.

Weight lift. When you do cardio, you burn more fat while doing it, but your metabolism quickly returns to normal after that. However, after weightlifting, the boast in metabolism lasts for hours after. Also you'll lost more weight because muscles require more energy for the body to maintain than fat does. I can't recall the exact numbers, but it's a huge difference. In sum, weight lift, do cardio, and increase your protein intake.
push ups will help immensely! and start weight training. Also make sure you're eating enough protein to maintain lean muscle and build more muscle.
cut out starchy carbs and replace them with A LOT of fruit. eat more seeds/nuts. you'll start losing weight really fast. and increase energy!

Like some others have suggested, weight lifting is generally what will trim off your chest fat. If you don't have weights though, just do some push ups. they're essentially the same thing. Don't worry if you can't do too many push ups at first. you'll start building chest and arm muscles soon and it'll get easier.
Maybe focus on some more upper arm/ chest exercise? Sounds like you're a healthy person. Health matters more than looks.
If you're not losing weight, you're not at a calorie deficit.
Lift weights. They are currently helping me. im 5 8" 235-240 pounds and you can kinda see my abs and my pecs. Use machines not bench or any of that just machines. My favorite is the pec deck but plenty of then help you core muscles
