Belly fat is among the hardest kinds of fat to get rid of.
You'll want a combination of cardio/fat burn, and bulding muscles.
It's going to take time, but there's no other way.
Personally i preffer tabata and more classic excercises like jogging. This because tabata (if you pick the right excercises) works wonders for your muscles, on the same time as it supposedly actually burns a fair bit of fat. And jogging is (as we know) a decent way to both stay in shape, and keep that fat away.
I doubht it's the optimal solution, but it's what I like doing. You could also try talking with a personal trainer, but keep in mind they do take payment for making training scedules too. But the advantage is that they know what they're doing.
Part of the solution could be something as simple as eliminating gluten from your diet--many people are intolerant to it, and aside from that, certain foods can simply cause your digestive lining to swell. Another thing could be posture. If, for example, your pelvis has an anterior tilt, your abdominal muscles will be stretched and loose (and your lower back tight)--ie if you have a butt that sticks out backwards, you have a muscular imbalance that's preventing you from having the shape you want. Strengthening your core muscles and doing stretches for your lower back and hip flexors and hamstrings could help correct that.

Check first if it is fat. Take the skin between your fingers and see how thick the layer is. If thin (max few cm), then it is not belly fat, but two options remain: weak abs or loose skin. Weak abs can be flattened by training, loose skin may be surgery.
Is it loose? Sometimes if it's a major loss you can't tighten that skin up and surgery is the only option

persistence is the only thing that will pay off, that with a combination of HIIT.
Do exercise which are focused on your lower belly like leg-raises and running. Reduce some dieting because digestion itself is a process of burning calories and have a good breakfast (on time) imbalanced schedule and staying hungry will increase your belly fat.

Hey... i have the same problem... for that i have started to do abs and stomach exercises... And most importantly watch what i eat...
