Do you think every country has different medical standard to define overweight/obese?

I have recently receive a physical checkup in Korea and i am about 22pounds overweight and based on the BMI and body composition (they have machine to measure water/muscles/fat content in your body), I'm OBESE.
But when I went to school in UK and got a checkup.. I was normal but slightly overweight 4-6 pounds based on their standard.

IF I'm really obese, I would work out harder and put more effort than now to lose weight but I'm not sure which standard is the correct and suitable for me..

i'm 5'3 and 59 kg (130pounds), and they said I have to be 98-118 pounds to be in a healthy weight.

Do you think every country has different medical standard to define overweight/obese?
