Here's how I use the terminology:
Fat: organic chemical compounds that are stored in adipose tissue in the body.
According to BMI (based on height and weight, controlling for body fat percentage) an individual could be Underweight < normal < overweight < obese < morbidly obese. You can often guess by looking, but it's only a guess.
Curvey: a woman who has a noticably low waist-to-hip diameter ratio. There may be some correlation with BMI, but I don't know.
Anyway, I personally don't call people"fat", and it's mainly for the sake of linguistic accuracy. The question therefore is: Is it possible for a woman to be both curvey and overweight/obese? Yes, most definitely.
"Curvy" is so funny to me, women really need to stop using it to describe themselves because ALL women have curves, some just more so than others lol. When I hear this, I just ignore it and see for myself what she looks like because women of all shapes and sizes like to describe themselves as "curvy" it seems. So I ignore that description.
I am slender. Im 5'8" 130lbs and i wear a 4. I have hips, i have breasts, but proportionately i do not have an jour glass waist. Its a fine waist and looks good in bikinis and yoga clothes, but it is not 10 inches snaller then my hops and breasts. This ratio is considered hourglass, whether you're a 2 or a 22. So even though i dont have a lot of extra weight, i would consider my body athletic because its kind of straight up and down. The girl above has that noticeable difference in inches between her waist and breasts and hips so she is hour gkass and thus "curvy"
Fat means overweight.
Curvy means defined curves of the body like breasts and hips and legs.
You could be both, none or one of them, period. But yes many women who gain a lot of weight do tend to get more curvy. Especially around the hip and thigh area.

Fat and curvy are not inherently the same thing, but from what I've seen, a woman CAN be both. Curviness depends not on a woman's size, per se, but her shape. A couple prominent features on a curvy woman are big booty and thick thighs (and often times big breasts too), but the clinching feature that determines whether she is "curvy" or not is inward curves on her hips (which create a visibly defined hourglass figure). Any woman can have these features whether she is "fat" or not.
Any definition of one's body that isn't one of the following: slim, skinny, thin, slender, frail or lithe, is a definition that automatically makes me assume the person has a less than ideal physique. (by my standards)
So I don't really care what other adjectives they attempt to embellish their description with.
Sure--that's possible. Just as thin and curvy is a thing, I don't see why fat and curvy couldn't be a thing too. The main thing you'd need I suppose is a well-defined waist.

if the person is both fat and curvy then no it is not misleading. if they are fat and not truly curvy (which to me means the ratio between the waist and hips) then it is still misleading
I'm sorta leaning towards b, only because I was told I was fat and curvy. I just always saw myself as overweight.

Well she's curvy and chubby therefore I agree with your definition. Curvy means a high waist-hip-ratio to me and doesn't have anything to do with weight.
I'm careful calling someone fat, I prefer curvy indeed. Less insulting to someone and I strongly dislike insulting people.
Fat is fat. Curvy is muscular. Look at Anna Nyström, that's a curvy woman. Not a pile of blubber that's just small enough for the skin to hold in a feminine shape.
Curvy is about proportions and build. Fat is about weight and excess fat on your frame.
Makes sense to me. I think it’s logical to differentiate between skinny curvy and chubby curvy.

It makes sense. Some people gain weight to their boobs and thighs first so they'd still be heavy but curvy. Others gain weight to their stomachs so theyd just be fat.
To me that girl is not fat or thick... curvy maybe. I have seen thin women being called fat. Some people won't be happy till everyone are nothing but skin and bones.

It's really simple: If a site has weight/build categories, just move the woman's stated category one level away from the ideal, and that is probably what she actually is.

When you say fat means over weight how much over weight are you talking about in lbs/kgs?
That photo leans more towards thick and chunky than curvy.
