You may have a weak abdominal wall. What that means is that your abdomen is not as thick as it should be, thus the bulge at the bottom half of your belly protrudes out when the rest of your body is perfectly OK. You are not fat at all, it's a common problem particular to women.
Solution: belly exercises. You must strengthen your abdominal wall in order to "push" back your intestines and ick back into your body where it belongs. This is not a quick fix, going to take quite some time to do make it happen. So lay off the smokes, the booze and focus on that area of your body but continue to eat. That's right, even women must eat.

i had that problem , what I did was focus on that body part,.personally I hate doing sit ups , but crunches are easier on the back so you can do more and do them daily I really doesn't take long and if done daily results are pretty quick.
Actually, you may be bloated! I don't know if that is what you have but a lot of people have this issue, where they aren't actually fat, they just have a protruding abdomen caused by poor eating choices and habits. Try a detox diet where you drink lots of fluids and eat only raw veg and fruit.
