Is it possible to achieve this by eating clean and exercise or no matter how much you do this some people just cannot have a flat stomach? I'm not talking excess skin either but the elimination of fat
In order for you to get a flat stomach, first you HAVE to understand how human body works, without this simple knowledge you won't be able to get any results. What is fat? fat is an energy that your body stored for a rainy season so to speak. How do you lose fat? you have to allow your body to eat itself (literally). How do you do that? you have to eat bare minimum, you have to give your body time to consume all the energy (fat) that it stored and just like gaining muscle mass, loosing fat is an uncomfortable and sometimes even painful and very calculated process. If your body is not suffering for days, weeks or months on end, you are not doings things right. Very basic formula is this, to gain muscle mass you have to consume more food than your body is able to burn, to lose weight it is opposite, you have to eat a lot less food, so your body can burn whatever reserves it has stored up. At the end of the day, it will be mind over matter, it will be your battle against your own mind. How much would you be able to tolerate suffering and discomfort? when your body is screaming FOOD! how discipline are you? are you doing so for yourself (👍) or for someone else (👎) because if you are trying to impress someone or you doing it for others, you already failed even before you started.

you need to do cardio to lose the fat. There are many cardio exercises you can so. Running, bike riding, elliptical machine. Stair climber and others. Anything that raises you heart rate. Plenty of info on the internet about resting heart rate and target heart rate.
You need to have a high protein diet. There are diets out there that specifically metabolize fat. The internet will have lots of info.
You also need to do some weight training. You want to strengthen your core and also your abdominal muscles and lower back
you have to burn more calories than you take in and do some exercise. Dieting is the most important part though. You will never have a flat stomach if your diet is all over the place.
HIIT BUT that requires trainer snd one who is in pretty good shape
Eating less carbs and eating more protein.
Eat low calories, move more. That's it.
Cardio and a healthy diet. Avoid sugar and soda.
Work out eat healthy and being build for it
