I think it has something to do with testosterone. My boyfriend has one, and all my male relatives, but my brother does not.
However, he suffered a injury that caused a medical condition that affects his hormones, so that is why.

If they were a male born man then their neck may be too chubby to see it
my guess is either you have too much neck fat or not enough test - either way the best solution is to hit the gym
