I'm not very good with dieting and don't know where to start with exercising.
I want to lift my butt and make my belly thinner.
Can anyone help me with a routine?

An example of some meal plans that would help you loose weight and get fitter would be:
Monday: breakfast: wheat a bix with skimmed milk and dried fruits, Lunch: lean chicken with leafy salad, Evening: Lean meat with mixed vegetables then during the day a 30 minute run with a friend.

Tuesday: breakfast something like special K with fresh fruits, Lunch brown bread sandwich with low fat and salt spread and lean meat with salad, Evening; make your own weight watchers pizza by: For just as much cheesy flavour, use ricotta (which is naturally low in fat) instead of mozzarella and sprinkle on a tablespoon of tasty cheese, such as parmesan or mature cheddar before serving. Just Dance Game 1 1/2 hours
Wednesday: Breakfast Shredded wheat with skimmed milk and raspberries, Lunch: small pot of pasta with tuna or steamed vegetables, Evening: low fat soup and wholemeal bread. Go to a gym or do some aerobics maybe buy the wii fit
BASICALLY CUT OUT UNESSENTIAL FAT AND GO FOR 30 MINS EXERCISE A DAY. GO FOR A RUN, DO SOME YOGA, CARDIO, GO JOIN A GYM. AS LONG AS YOU DO THIS EVERYDAY YOULL LOOSE THOSE POUNDS :)
Your doing it all wrong. You need some muscle in your butt if you want it lifted and losing weight is doing the opposite for you. You are on the verge of anorexia cause there is no way that you need to lose weight at your size. Just do some ab and butt workout's and gain 10 pounds.
Simple advice? If you're not inordinately short and small framed, then you shouldn't be less than 100lbs. Period.
