You're still growing at 16, so don't malnourish yourself to get a model's body. I've seen models during fashion week they're hot and all but they're rail thin, which isn't that attractive. One girl said she doesn't eat much for a week before big events or shoots because it's impossible to keep your body fat that low. You'll actually mess up your menstrual cycle and hormones if you starve yourself.
If you really want to get to a certain shape, after recognizing that photoshop does a lot of the work for models, you need to just count calories, and eat good calories (1000 calories of bananas is a lot better than 1000 calories of pork).
Exercise is easy in that you can just walk a lot if anything, but you should probably jog a little. Do calisthenics (pushups, squats, planks, crunches) at home.
Record your activities so you know what you eat and what exercises you do.
DO NOT BECOME BULIMIC! You'll mess up your intestines, your teeth and your body.

I'm 5'10" and 148 lbs, but most of my weight goes to my boobs/arms rather than bottom half, despite being generally rather slim. I can totally sympathise with you.
For me, the most important thing is diet. If I can maintain a calorie deficit (1200 calories per day or less) then the weight drops off me. The most important thing is to have low calorie but tasty stuff, otherwise you will probably feel completely miserable. Try 6 small meals (breakfast, snack, lunch, snack, dinner, snack) and try incorporate different food groups.
Cardio workouts are great to help along as well. 45-60 minutes a day if you're doing a lower intensity, 30 if you're doing high intensity. Interval training (walk one min, jog one min, run one min, and repeat) is best because it spikes your heart rate and burns fat.
I just want to say...don't covet that body type. It's pretty ridiculous and terribly difficult to attain. Girls that are tall with the body of a 7 year old. Wanting to slim down in a healthy way is fine,but please don't strive for the terribly unrealistic measurements and idea of what girls are suppose to look like these days. No offense to anyone who is naturally that thin.

You can try out the Tracy Anderson Method. I do it, not even the recommended amount, and I can stay at a size 4 while eating 1400-1500 calories a day (I don't count). I'm 5'2" and I don't have a really fast metabolism but the method burns a lot of calories. Tracy's book 30 Day Method is a good starting point, as well as her Mat Workout.
-Light cardio for 30 to 60 minutes a day, 5-6x a week
-Light strength training
You'd need to burn fat, so anything like jogging, swimming, dancing or zumba would be perfect for giving you a cardio workout while slimming you down
