you can't spot reduce. focus on cardio, weight training, and diet. your genetics play a big role on the way you look. Also age and gender play a big role on how you look. after 30 it is much harder we start to loose a pound of muscle every year after 30. make sure you eat protein and lean healthy fats. 30% of calories come from fat, 30% calories come from carbs and 40% of calories come from protein. read labels and cook for your self. you drink booze get rid of it. Weigh your self once every couple weeks not more often then two-three weeks other wise you will drive your self crazy. muscle weighs more then fat.
No, you can't get abs from just eating right. You have to work your muscles and do ab workouts for your abs, and specific ab workouts to focus on your lower abs too.
Ab workouts are a waste of time. Cardio and the correct diet is what brings them out. A lot of times with other exercises you're working them out. I've worked out with some bodybuilders and still do. Doing abdominal exercises strengthens your core which is very important but not for so much for bringing them out. Cutting water weight brings them out the most, but dehydrating yourself isn't a good idea if it's only to look good and not make weight for a fight or look good for a bodybuilding competition. Also, "toning" is a myth. Trust me bro, I've got friends and family who made this their life.
Ab workouts will help the precise area that they work, problem is if you want to tone your whole "abs" area you need to do some basic ab stuff for the lower abs cause they are hardest to tone. But for overall good abs swimming laps is the best. Food is important but if you want to actuually see individual ab muscles id go with the above plan. Don't worry about amount of food cause as you get more active your metabolism will go up, so

An workouts are effective for enlarging the muscles but not for getting rid of the fat.
Unless you are working out for hours a day every day, nothing will overcome even a mediocre diet.
Ab workouts shape the ab muscle and give size to it and also a good core strength will help you with your overall stability. Ab exercises doesn't help to bring out the abs to visibility. Dieting does that.
cardio melts the fat making your stomach flat...abdominal exercises make the muscles bigger.
you have to do both to have 'abs'
They counteract with each other. You need a good diet and good work out plan for this.
