Weight loss may or may not be the answer. You never told anyone here your current size. You could just have a natural pear shaped body in which case your lower body will always be larger in proportion to your upper body and the only way to balance it out is to add mass to the upper. This is what is referred to as sculpting. In any case you did not provide enough information about your current state for anyone to be able to answer this question.

You can do running, lunges, squats, and weights to build up your legs and thngs with molre muscle.
Stay on the diet, snce you can't 'spot' reduce. ou'll need to lose weight overall to get slimmer in your upper body.
But se4t a minimal goal for weight loss, since you are adding muscle weight from the workouts, and you'll need to eat a fair amount of calories mount to build the muscle.
I have always wondered how do the celebrities spot reduce? Or gain weight in specific areas if it is not possible.

Yeah, they're wrong. You don't need to do spot reducing to reach your desired results. The reason that your lower body looks smaller than your upper body is because your jogging and not doing any exercises for your upper body, so your lower body is more muscular and has less fat tissue than your upper body. Thus, just lift some weights with your upper body to make it as muscular as your lower body.
from my understanding, spot burning isn't possible, though you can still spot tone and I suppose that'd be the same thing, essentially. So just focus on workouts that tone the upper body while also working in cardio to burn fat overall. Now that I think of it, work the lower body too. You can spot tone/build there too to make it just SLIGHTLY bigger, possibly fitting the proportion.
what you're trying is called spot reduction, losing fat from specific places only. that doesn't work and now there's proof link
