Don't ever moisturize your face unless your skin is extremely dry naturally!
I have normal/dry skin, and I still never do it. Use Noxema (or the Equate knock-off works really well too) in the shower. Stand in the hot water to let your face warm up from the steam (pores open). Cover your face with the facial cleanser cream, rub it in, let it sit for a few minutes, and then rinse it off.
Do not apply moisturizer! If your face feels dry, just skip using the cleanser for a day or two until it feels normal again. If it feels unbearably dry, I guess a dab or two of moisturizer in the winter on the trouble area is OK, but you really shouldn't need it!
boil a pot of water and put your face over it with a towel over your head to steam your face before applying a moisturizer or oil. blot off the water after steaming with a cotton pad or tissue.

yes, steam your face. pores have to be warm to open. you will notice a difference in absorbtion. less oil stays on the surface meaning less shininess.

hmmm if I use the oil like jojoba or rose, you just leave it on your face. No you're not supposed to wash it off. Personally, I like spraying my face with this aloe vera papaya mist by JNC, works very well for me. This is after I wash my face with warm water then rinse off with cold water... and most of the time I don't even use facial wash unless I'm wearing makeup or it feels greasy.
