The correct answer is Japan.

Some details on the hints:
There are 23 vending machine for each of the 126 million Japanese, about 3 billion vending machines
Driving on the left due to historical ties with the UK (which drives on the left) and Samurai rules that people had to walk on the left
There are more seniors because of Japan's low birth rate: 7.8 births/1,000 population, 224th in the world
